Halpern was a lawyer, New York State Supreme Court judge, and member of the faculty of the University of Buffalo Law School (Acting Dean, 1943-1946 and 1952-1954; and Dean, 1946-1947).  Papers concerning Halpern's activities as an elected delegate to the New York State Constitutional Convention in 1938. Includes notes; correspondence with lawyers, judges, and interest groups; position papers; drafts of bills and resolutions; printed materials; and other items.
